- Next, solve the second row in the same way
- Solve the remaining two rows together

The remaining numbers (11, 12 and 15) can only be moved in a roundabout fashion. At this final stage, you may realise that the puzzle is unsolvable. Sometimes, the "scrambling" process renders the puzzle unsolvable.
Don't get mad; scramble the puzzle tiles and try again ... and again, if necessary. The puzzle can be solved! Hope you don't sprain your brain :)
